TECHNICAL REGULATIONS

 

34. SPEED SKATING

34.1    GENERAL TERMS
The Speed Skating events shall be organised in accordance with the technical regulations of the International Skating Union (ISU). In any dispute the English text shall be regarded as authoritative.

The programme and duration of competitions shall be fixed by the Executive Committee in agreement with the Organising Committee and the CTI. In principle, the programme shall last a maximum of four (4) days with an additional reserve day, in case of bad weather, may the event be organised outdoor. The event shall include the following events:

Men:      500m, 1,000m, 1,500m, 5,000m, 10,000m, mass-start, team pursuit races over 8 laps for national teams of 3 skaters, team pursuit sprint (optional)

Women: 500m, 1,000m, 1,500m, 3,000m, 5,000m, mass-start, team pursuit races over 6 laps for national teams of 3 skaters, team pursuit sprint (optional).

The 500m for Ladies and Men will be skated twice. The classification will be based on the total time of the 2 races (see also ISU Rule 265, paragraph 1b).

Each country may enter a maximum twenty-nine (29) persons: twenty-four (24) competitors (twelve (12) men and twelve (12) women) and five (5) officials.

Each country may enter per gender category:

Men:    Five (5) athletes for each distance, but no more than four (4) may start in the 500m, 1,000m, and 1,500m, and no more than three (3) in the 5,000m and 10,000m. For the mass-start events, two (2) skaters. If necessary, the number of competitors may be reduced. The total number of competitors from any country shall not exceed twelve (12).

Women: Five (5) athletes for each distance, but not more than four (4) may start in the , 500m, 1,000m, 1,500m, and three (3) in the 3,000m and 5,000m. For the mass-start events, two (2) skaters. If necessary, the number of competitors from any country may be reduced. The total number of competitors shall not exceed twelve (12).

For the women’s 3,000m and the men’s 5,000m, a maximum of thirty-two (32) skaters shall be permitted in each event.

For the women’s 5,000m and the men’s 10,000m, a maximum of sixteen (16) skaters shall be permitted in each event.

For the team pursuit event, a maximum of eight (8) national teams (men and women) shall be authorised to take part in the competition (four (4) skaters in each team, three (3) of whom may skate). The qualification of the teams shall be based on the ranks of the second best skater of the country concerned in the 3,000m for women and in the 5,000m for men.

At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of competitors accredited by the CIC.

34.2    PRE-COMPETITION PROCEDURE

Three (3) months before the Championship, the Organising Committee has the right to collect
25% of the total cost of stay per athlete and official from participating countries.
All procedures regarding the draw shall follow the ISU speed skating technical regulations.

34.3    TECHNICAL OFFICIALS

34.3.1    Nomination
Referees, assistant referees, the starter and the assistant starter shall be appointed by the ISU in close cooperation with the Organising Committee and the FISU Technical Delegate. They shall be invited by the OC no less than three (3) months before the start of the World University Championship.
34.3.2    Costs
All countries participating in the speed skating WUC shall bear a proportion of the costs of:

2 referees from the ISU champions list (A-list)
2 assistant referees from the ISU champions list or ISU list of international competitions (B-list)
2 starters from the ISU champions list.
2 starters from the ISU champions list or ISU list of international competitions.

The total amount of costs shall be divided by the total number of participants and all participating countries shall pay their share in proportion to the number of their participants.

The Organising Committee shall announce the exact sum after the closing date for quantitative entries (three (3) months before the beginning of the World University Championship).
34.3.3    Number of technical officials needed
The number of officials needed shall respect the ISU rule 210.

The OC in cooperation with the National Ice Skating Federation must provide a sufficient number of Judges for the races and for all the competition days.
